According to the Administrative Measures for Engineering Technology Research Center of Hunan Province (Xiangke) issued by Science and Technology Department of Hunan Province,In order to thoroughly implement the spirit of General Secretary Xi Jinping's important speech on Hunan inspection, vigorously implement the strategy of "three highs and four new," strive to build a scientific and technological innovation highland with core competitiveness, and promote scientific research and academic exchanges, the application guide for 2021 Open Fund Project of Hunan Province Water Metrology Information Engineering Technology Research Center is hereby promulgated. Please organize the project declaration according to the requirements of the guidelines. The notice of relevant matters is as follows.
I.subject orientation
The research focuses on two aspects: high performance water metering technology and intelligent information platform technology, aiming at improving metering accuracy, reducing metering error, realizing low power consumption and easy installation. At the same time, strengthen the informatization construction of water meters, analyze and process water data, and promote the utilization of water information and intelligent decision-making.

2.3 Study on Monitoring and Control Technology of Leakage in Urban Water Supply Network
Research content: research on leakage monitoring, auxiliary location of leakage point, active leakage control, optimal maintenance and pressure management of water supply network, and carry out system technology integration and demonstration application.
Technical indicators: leakage detection rate is not lower than90%, research and development of leakage monitoring and control technology equipment more than 1 item, the formation of urban water supply network leakage control system technical solutions, in more than 2 typical project demonstration, leakage rate reduced by 3 percentage points.
3.Declaration conditions and requirements
1. All universities and related scientific research units who are interested in water measurement technology research can apply for the center's research projects.
2. Applicants must have good political and ideological quality, have the ability to independently carry out and organize scientific research work, be able to organize corresponding academic echelons, and be able to undertake substantive research work as the actual host of the project.
3. The structure of the research team shall be reasonable, and the number of personnel shall not be less than 4, and the applicant shall serve as the team leader. The subject and age structure of the participants are reasonable, and scientific division of labor is carried out, so that they can cooperate and complete scientific research projects on schedule.
4. Once the project is accepted, the project applicant, project leader, main R & D indicators and total R & D investment shall not be adjusted in principle.
5. The project implementation period is generally 2 years, and the project implementation period is calculated from the date of project approval.
IV.Support methods and funding limits
1. For all projects approved by the evaluation, the Center will open relevant instruments and equipment for water metering and physical simulation platform for water supply network to support the project undertaking team to carry out research.
2. The project is mainly supported by pre-funding. According to a certain proportion of R & D funds invested during the project implementation period, in principle, each item supports RMB 20,000 - 50,000 yuan. The project undertaking team shall carefully prepare the budget and declare it according to the facts.
V.Concluding requirements
1. The project approval project shall be concluded with research results such as papers and intellectual property rights (patents and soft works). At the end of the project, no less than 1 application for intellectual property rights shall be completed and no less than 2 high-level papers shall be published.
2. All papers must be marked with "Project Supported by Hunan Province Water Measurement Information Engineering Technology Research Center" and project number in prominent position, and the English translation is uniformly written as "A Project Supported by Hunan water measurement information engineering technology Research Center".
3. All projects must be completed and closed before the end of the 2-year implementation period from the project initiation. If there is no special reason, in principle, the conclusion shall not be delayed.
VI.Application acceptance time
This year's application acceptance time from today toBy April 20, 2021, the applicant shall submit the qualified paper "Application for the Open Fund of Hunan Water Metering Information Engineering Technology Research Center" (in 2 copies, double-sided printed on A4 paper) and electronic documents to the center before the deadline, and ensure the consistency of electronic declaration data and paper declaration data, and will no longer be accepted within the time limit.
